I'm going to keep researching this for you, but it's not a latch I've seen before.
Just a few questions for you.
- Where is this home located?
- Do you have any information about the builder of this home, or perhaps a brand name on the windows?
- The flat part at the back of the sash lock is 2.25" ?

It's a weird one - the interior latch is built into the window. The home is about 15-20 years old in Richmond, VA. From interior screw to interior screw it's about 1.75" - I've attached a photo so you can see.
